Homeland Security was established to provide a central core for the vast national network of organizations and institutions involved in securing the United States from threat. The agency leverages resources within the government to coordinate the effort.

Although Homeland assumed control over departments such as FEMA, Customs and the Transportation Security Administration, they did not take over the Department of Defense, the Department of Justice and the FBI, the CIA and other parts of the intelligence community. Even with its mandate for handling terrorist-related intelligence, Homeland Security does not have its own intelligence analysis agency. Instead, it works with other related agencies to house a database of known and suspected terrorists that officials are able to access.
